Transporation Network Companies (TNC)

On February 17, 2015 Governor McAuliffe signed legislation establishing regulatory procedures to allow transportation network companies (TNCs) to legally operate in Virginia. TNCs are companies such as Uber and Lyft. They employ smart phones and related technology to connect riders with drivers who use their personal vehicles to provide passenger transportation.

This legislation was the result of a year-long stakeholder study facilitated by DMV. Senate Bill 1025 and House Bill 1662 establish the process for licensing of these transportation network companies by DMV and outline specific requirements TNCs must comply with to receive licenses to operate.

The legislation also authorizes DMV to conduct an annual review of TNC companies to confirm compliance.

This new law goes into effect July 1, 2015.

VEHINQ - There is no In-State inquiry screen to display whether or not the vehicle is for TNC use.  If active plates are on vehicle REGREI can be used to check to see if TNC Date is populated.

REGORI or REGREN – Opt-In/Opt-Out TNC function will not be available until July 1.

REGREI is the only transaction that will allow customer to Opt-In /Opt-Out TNC.

REGREI – All location types will be able to replace TNC (TNC In-State) decals for any Reissue Reason except for:  RS, RD & TD

REGREI - Reissue Reasons of  RS, RD or TD can NOT be voided

REGREI – For CSC’s if TNC Owner/Lessee Signature is ‘NO’ the TDL (TNC In-State) decal and reg card will be mailed from the Motor Carrier work center.

REGREI - If teller Opts-In or Opts-Out TNC by mistake they will have to process      another REGREI Opt-In/Opt-Out TNC to undo the mistake. System will charge $1.00

Opt-Out fee and Manager will have to use a Fee Exception code to waive the fee.

REGREN Opt-In – if customer Opts-In TNC via REGREI prior to renewing then wants to renew prior to July 1 the system will issue a Regular Year decal instead of the TDL (TNC In-State) decal and Opt-Out the vehicle.   There is a program in place to pull all REGREN’s that issue the regular decals that should have issued TDL (TNC In-State) decals.  Motor Carrier work center will receive this report daily and mail the correct decals to the customer.

REGORI Opt-In – process REGORI first then process REGREI to Opt-In TNC.

REGTRA Opt-In  - process REGTRA first then use REGREI to Opt-In TNC

REGTRA Opt-Out -  process REGREI to Opt-Out then process REGTRA to transfer plates

TNC is only allowed on vehicle types: PC and VN

TNC is NOT allowed on vehicles that are For-Hire or Rental use.

TNC is NOT allowed on vehicles with the following SPECIAL CONDITIONS:  GKIT, GOV, INV, LOG, LOSS, LOW, NONHW, NONNG, NONOP, PAY, REG, RECON, RENT, RPART, SPECI, STOV, WD and XSCH.

TNC Stop – will stop all TNC Registration transactions -M9416:  Stop prevents TNC use

CSC’s, HQ - T&R, HQ- Special Registration and HQ Motor Carrier work centers will have access Opt-In/Opt-Out In-State TNC.

Customer Contact Center, License Agents, HQ-Salvage 218 and EZ Fleet customers will NOT have access to Opt-In/Opt-Out of TNC.

WEB will be able to Opt-In / Opt-Out  ‘In-State TNC’

 

Toggle_ExpandedFor DMV Select Offices

DMV Selects will not be able to process TNC transactions for out-of-state vehicles because they don’t have the use of OnBase and Landing Zone Scanners. However, they can still fax the application and supporting documents to the Motor Carrier Services work center at HQ to deliver excellent customer service!

 

DMV Selects also won’t be able to process any applicants who want to change their TNC use status on an in-state vehicle because they won’t have TNC license plate decals. These customers should be sent to the closest full-service CSC or advise them to fax or mail their applications to the Motor Carrier Services Work Center at DMV headquarters.

 

The only in-state TNC related transactions that DMV Selects will be able to perform are registration reissues and renewals where the applicant simply wants to keep the TNC status unchanged.

For Virginia customers who wish to add a TNC use status to their passenger carrying vehicle (8 passengers or less) and have provided the completed MCS 305A form, may add the TNC use status using the Registration Reissue process until July 1, 2015. After July 1, 2015, the TNC use status may be added during the following registration transactions.

 

Original Registration

Reissue Registration

Renew Registration

Transfer Registration

 

 

Once the registration transaction has been successfully processed for the vehicle, a set of TNC license plate decals (black and gold) and a registration card showing TNC use status will be issued. This will authorize the vehicle to operate as a TNC vehicle throughout the Commonwealth of Virginia.

notes20px If the vehicle is taking passengers from Virginia to another state, it will not authorize TNC operation in the other state. The driver will need to get TNC authorization from the other state to operate legally.

For non-Virginia vehicle owners who want to add TNC use status to their passenger carrying vehicle (8 passengers or less) that are registered out-of-state, and have provided the completed MCS 305B form, the CSCs will use OnBase and their Landing Zone scanner to send the paperwork to the Motor Carrier Services work center at DMV headquarters. The Motor Carrier Services work center will issue and mail an out-of-state TNC window sticker and an out-of-state registration card indicating TNC use status to the non-Virginia vehicle owner.

For In-State Registered Vehicles:

 

For Virginia customers who wish to remove their TNC use status from their passenger carrying vehicle (8 passengers or less) and have provided the completed MCS 305A form, may remove the TNC use status using the Registration Reissue.

 

DMV will issue a set of standard license plate decals to replace the TNC license plate decals and print a standard registration card without the TNC use status.

 

Note: Customers will be expected to destroy their old TNC license plate decal sticker and TNC registration card.

 

 

 

For Out-of-State Registered Vehicles:

 

For non-Virginia vehicle owners who want to remove their TNC use status from their passenger carrying vehicle (8 passengers or less) that are registered out-of-state, and have provided the completed MCS 305B form, the CSCs will use OnBase and their Landing Zone scanner to send the paperwork to the Motor Carrier Services work center at DMV headquarters. Once received, the Motor Carrier work center will remove the vehicle's TNC status.

 

 

Note: The Motor Carrier Services work center will NOT issue new credentials and the customers will be expected to destroy their out-of-state TNC window sticker and out-of-state registration card.
