DMV Transactions changes Provides a $1 discount for specified DMV licensing transactions conducted online. A driver’s license authorizing the operation of non-commercial vehicles will indicate a classification of “D” on the Driver Status screen. The new "D" class will also print on the customer's TDP. Also a driver's license classification for passenger cars and eliminates the requirement that individuals under the age of 21 who have one or more specified convictions retake the written driver's license examination. |

Organ Donation This bill requires DMV to capture the organ donor designation on a customer’s license, learner’s permit or ID card if the customer indicates he/she wishes to be an organ donor. It also requires DMV to retain this designation until the customer indicates he/she no longer wishes to be an organ donor. |

Certification of online Driver Ed courses Certification of online driver education courses. Provides that, except for public schools, only driver training schools that are authorized to administer behind-the-wheel examinations shall be authorized to administer online driver education courses. Learner's Permit Test Failures Customer's that are less than 19 years of age who have failed the Learner's Permit Written Test for a driver's license three times must take a course of instruction based on the Virginia's Driver Manual before taking the examination a fourth time, if such person has previously completed the classroom component of driver instruction at a driver training school. |

Pick up or Panel Trucks Pickup or panel truck; definitions. Amends the definitions of "pickup or panel truck" and "truck" for purposes of Title 46.2 so that pickup or panel trucks registered for personal use and with a gross weight in excess of 7,500 pounds but not in excess of 10,000 pounds are not registered as trucks. |

SB0555 |
Learner's Permit holders Learner's permit holder; passenger limits; use of cell phone. Prohibits a holder of a learner's permit from (i) using a cell phone while driving and (ii) having more than one passenger under age 21. Current law prohibits the holder of a provisional driver's license who is under the age of 19 from (i) having more than one passenger under age 21 unless a parent is present and (ii) using a cellphone. The bill removes the exception that a provisional driver's license holder under age 18 may have more than one passenger under age 21 if a parent is present. The bill also clarifies that the passenger limitations on all provisional driver's licenses do not include household or family members. This bill was modified by the Senate to change licensing requirements for persons 18 years of age and older. This bill will no longer require persons age 18 and older to hold a learner's permit for 9 months before obtaining their driver's license. In addition, these persons will not be required to take a driver education course. Once a person turns 18, they will be required to hold the learner's permit for only 60 days. |
