PURPOSE:
To provide DMV personnel with information on reporting suspected misuse of disabled parking placards or license plates.
BACKGROUND:
DMV encourages customers to report instances of suspected misuse or abuse to local law enforcement or to DMV headquarters. As required by Va. Code § 46.2-1240, DMV provides a Misuse Hotline (804-367-6602) to report suspected disabled parking violations such as misuse, abuse, or use of expired, altered or counterfeit placards. Medical Review Services researches all reports of suspected misuse or abuse of disabled parking placards.
Law enforcement personnel may cite persons for the following types of disabled parking placard violations:
- Parking in a space designated for the disabled without displaying a disabled parking placard or license plates.
- Parking in a space designated for the disabled while displaying a disabled parking placard or license plates issued to someone other than the driver or passenger(s).
- Allowing another person to use a placard or license plates to park in spaces designated for the disabled when not transporting the disabled person.
- Creating or using a counterfeit copy of a disabled parking placard or license plates.
- Altering a disabled parking placard or license plates.
- Selling or exchanging a disabled parking placard or license plates.
- Making a false statement about a disability in order to obtain or assist someone else in obtaining a disabled parking placard or license plates.
CUSTOMER REQUIREMENTS:
Customers may contact the Misuse Hotline (804) 367-6602 and provide as much information about the violation as possible, or submit a Disabled Parking Plate/Placard Violation (DL 514) as follows:
- In Person: Customer Service Center
- Fax to: Medical Review Services at (804) 367-1604
- Mail to: Department of Motor Vehicles

NOTE 1: A customer reporting the violation is not required to provide his/her name.
NOTE 2: All other disabled parking placard inquiries (unrelated to placard/plate misuse or abuse) MUST be directed to the Data Integrity Work Center.
FRONT COUNTER CSR:
REPORTS OF SUSPECTED MISUSE
- Record information provided by the customer regarding the disabled parking violation on a Report of Disabled Parking Plate/Placard Violation (DL 514).
- If necessary, refer the customer to local law enforcement to report single instances of misuse or abuse.

- Scan the completed DL 514 to Medical Review Services (MRS) and wait for an email alert.
- Enter the customer's phone number in the system (if the customer provides a number) to enable the work center to contact them directly, if necessary.
- If the scanner is inoperable:
- I. Complete a Medical Review Services Facsimile Transmission fax cover sheet (MED 9):
- Write the name of the CSC representative who took the report and
- Write the phone number of the CSC
- II. Fax the completed DL514 using the Medical Review Services Facsimile Transmission fax cover sheet (MED 9) to MRS.
NOTE: The Medical Review Service Urgent Request fax cover sheet is NOT used for reports of misuse or abuse of disabled parking placards or plates.

- Medical Review Services will:
- Review the DL 514 to determine if additional information is needed.
- Compile any necessary additional information from OnBase Document Retrieval.
- Follow up with:
- Suspected violator and/or
- Local law enforcement
NOTE: DMV does NOT follow up with the person reporting the violation to advise him/her of the action taken.
