PURPOSE:
To provide DMV personnel with information and instructions on transferring license plates registered in the owner's name to a vehicle being leased by the same owner or vice versa.
BACKGROUND:
In 1995, DMV established a policy to allow the transfer of license plates issued to a privately owned vehicle to a leased vehicle or from a leased vehicle to a privately owned vehicle as long as the lessee and private owner are the same.
The owner/lessor must approve of the transfer in writing and this statement must accompany the application for license plate transfer. The following is suggested language to use for this written permission:
I/we, the undersigned, agree to allow < name of Lessee > to transfer license plates < License plate Number > duly registered in his/her name to or from the vehicle(s) leased from < name of Lessor> .

If the vehicle is of the same weight group or is changing to a lower weight group, collect only the transfer fee. If the vehicle is in a higher weight group, collect the difference in license fees, including the local vehicle registration (LVR) fee, if applicable (refer to VLIC-314), for the weight increase in addition to the transfer fee.
CUSTOMER REQUIREMENTS:
- Submit a completed "Application For Registration" ( VSA-14).
- Submit a written statement by the lessor that they agree to allow the transfer of license plates to the leased vehicle or from the leased vehicle.
- Submit a transfer fee and any required additional fees for a weight increase, if applicable.
- If it is necessary to establish the title record, submit a completed "Application for Certificate Of Title and Registration" (VSA-17A) and documents of ownership.
- If applicable, submit the title fee and appropriate amount of sales and use tax for the new vehicle.
DMV SERVICE PROVIDER'S PROCESS:
- If the transaction is for both titling and transferring plates, process as two transactions.
- Establish the title record.
- Transfer the plates.
- On the transfer screen enter the Customer Service Center special user ID code in the name exception authorization field.
- Enter LEAS in vehicle special condition field (SPEC COND) on TTLISS screen to indicate it is a leased vehicle.
- If the application is to transfer the plates only:

- Verify vehicle is leased by checking for a Special Condition of LEAS in the TTL MV3 screen.
- If Special Condition of "LEAS" displays on MV3, continue with the registration transfer.
- If Special Condition of "LEAS" does not display in MV3, ask customer for the lease agreement.
- If the lease agreement verifies the vehicle is leased, then enter a "Y" in the "LEASED VEHICLE" field on the TTLMV3 screen and continue with the registration transfer.
- On the "Transfer Registration" screen, enter the Customer Service Center special user ID code in the name exception authorization ("NM EXCPT AUTH:") field.
NOTE: Only the manager, assistant manager and designated seniors will be authorized to use this number.
- If the lessee is responsible to renew the registration, enter the lessee address in the "Reg/Manufacture Hm Addr" field in the TTLMV2 screen to ensure registration renewal notices are sent to the lessee.

Verify that all forms are properly completed.
Collect the applicable fees.
