DESCRIPTION:

A physical inventory count of all items in the Miscellaneous Cart(s) must be done weekly to verify that the decals on hand reconcile with the Decal Miscellaneous Cart Summary report.

BACKGROUND:

The miscellaneous decal cart provides storage for decals that are not assigned to individual tellers, but that must be unlocked and available for issuance throughout the business day. Month decals and temporary handicapped placards are kept in the unlocked miscellaneous cart. Rental and year decals, vehicle identification (VIN) plates, overload permits, EZ Pass transponders, and IFTA/IRP decals are to be kept either in a locked area outside of the security closet or in the security closet.   

The miscellaneous decal cart must be inventoried weekly to detect and document discrepancies. Anytime there is suspicious activity or signs of fraudulent activity (missing decals on a regular basis), notify the District Manager.

  1. Compare physical decal counts and serial numbers in the cart to the Decal Miscellaneous Cart Summary report.END REVISION>>>>>
  2. If the miscellaneous cart inventory reconciles with the Decal Miscellaneous Cart Summary report:
    • Sign and date the Decal Miscellaneous Cart Summary report and retain on file at the CSC (refer to CSCOM-1101).
  3. If the miscellaneous cart inventory does not reconcile with the Decal Miscellaneous Cart Summary report:
    1. Notify CSC management.
    2. CSC manager notifies the District Manager by written memo of any unusual/significant discrepancies following the guidelines below: 

      NOTE 1: When MISSING OR LOST miscellaneous cart inventory amounts exist that meets or exceeds the "trip limits" (as shown below), the CSC manager will:
      • Notify District Manager immediately regarding discrepancies.
      • Send hard copies of all reports that show discrepancies.
      Trip limits for missing or lost miscellaneous cart inventory are:
      • Decals - 10 or more
      NOTE 2: Trip limits do not include inventory adjustments that are due to inventory being keyed into the system incorrectly or for deletions of inventory for the purpose of re-entry to correct incorrect inventory entries. If the miscellaneous cart inventory does not reconcile with the summary report:
  4. CSC management or a designee (other than employee who did initial inventory) adjusts system inventory immediately (refer to CSCOM-301).   
  5. Note reasons for unusually large or frequent inventory adjustments on the Inventory Activity sub-report labeled Status - Decals that is maintained with the daily reports.
  6. CSC manager must sign and date the corrected Decal Miscellaneous Cart Summary report to verify decal inventory is corrected and reconciles with the summary report.
  7. Retain the first Decal Miscellaneous Cart Summary report and the corrected summary report (signed and dated by CSC management) on file at the CSC (refer to CSCOM-1101).
