To view the details of a transaction, or complete a pending transaction such as a driver test, you must recall the transaction from the List Transactions dialog or, if you know the log number, you can enter it on the Direct command line (L=log#).
The ability to recall another tellers' transaction using the List Transactions dialog is restricted to special security roles. The only exception to this rule is the recalling of "test initiated" transactions for Driver License Issue and Dealer/Salesperson Qualification. These two transactions can be recalled by any teller using the Direct command line (L=Log#).
