Escort Vehicle Driver

Lowers the eligibility age for an escort driver certificate from 21 to 18 years old.

Commercial Motor Vehicles and Driver's licenses

1. Creation and issuance of new Non-Domiciled commercial learner's permit (CLP) and CDL.

2. Issuance of VA CDLs to active duty military personnel station in VA (temporary or permanent) but domiciled in another jurisdiction.

3. The commercial learner's permit (CLP) holding period will be reduced to 14 days for those drivers that have completed driver training.

4. CLP applicants will have to present a letter on the VA school or military letterhead indicating successful completion of the commercial driver training.

5. Clarification regarding federally acceptable proof of citizenship or permanent residency prior to the issuance of a CDL or CLP.

6. Acceptance of CDL skills test results from other states. Out of state drivers who attend driver training in VA may be tested by DLQA, present the certificate and pay an $85 fee.

7. mySelect will automatically add "M" and "N" restrictions to CLPs.

8. mySelect will prompt the CSR when the "K" restriction needs to be removed. The "K" restriction is added to all CLP/CDLs when a driver self certifies as an Intrastate driver.

Covered Farm Vehicles

mySelect will prompt the CSR to collect the farm plate form and produce a bar code cover sheet at the time of original registration.

Converted Off Road Motorcycles to On Road Motorcycles

A new edit has been added to the Title Issue, Reestablish Title, Reactivate Vehicle and Sales and Use Tax Adjustment transactions to only allow the use of "RD" in the TTLTAX exempt code field if the special condition is "ONRD".

Transportation Network Companies (TNC)

A new special colored year decal, registration card and cover sheet will be issued when TNC is added to a vehicle. This will be available to all registration processes.

Juvenile Records

The employment transcript (EM) record type header/description has been expanded to read "Employment/School/Military" and will be used for customers requesting their driving history for purposes of employment, college admissions or military enlistment.

Motor Vehicle Dealer Board

This bill transfers the oversight of recreational (formally known as travel trailers and motor homes), trailer and motorcycle dealers from DMV to MVDB. The Dealer/Salesperson Qualification certificate will no longer ask what type of vehicles are going to be sold.

NDR Override Reason

A new override reason has been added to the NDR Hit message box. The new reason,  "No Credential Issued - Record Test Results" is selected when the NDR Match response is "delayed" and comes back when the driver license transaction is recalled; the customer has failed the test and the teller needs to enter a "Record Test".
